The performance of government bureaucrats profoundly impacts the daily lives citizens, with their unseen decisions affecting, inter alia, safety society, public education standards, and working conditions. Still, scholars dispute power bureaucrats, whether how it should be controlled. Some contend that bureaucratic activity must firmly controlled since are expected to shirk responsibilities. Contrarily, others postulate a trust-based system would better-suited as subscribe values related interest, professional norms, organisational loyalty. This article conducts review relevant literature on ‘top-down’ ‘trust-based’ control mechanisms in order recommend suitable approaches for controlling activity, considering factors which affect nature work. It is shown model appropriate results an equilibrium being achieved, discretion utilised tool implementation, whilst monitored less intrusive demotivating manner. While command-and-control methods produce better cases where short-term cost productivity question, this approach unsustainable long-run due inherently faulty assumptions about motivation. also recognises multiple might necessary, depending what according political judgements contexts goals.
